In 1944, Under the Sanitary District Act of 1923, the District named Costa Mesa Sanitary was established. Today the boundaries of this district encompass all the City of Costa Mesa along with some portions of Newport Beach and corporate Orange County.

Under the laws of this act, the District is responsible for the collection of thrash from residential and also transmitting it further to the recycling facility. This recycling facility further disposes all the thrash at particular places provided for it and recycles it. The District also provides collection and transmission of the thrash for Newport Beach recycling. District follow the method of recycling that allows the residents to put all their trash in homogeneous containers that too any kind of sorting. Stanton is the place where all the thrash is collected for recycling where all the recyclables are sorted mechanically and removed.

The public and private services are used in combination by the district. A manager/engineer and an attorney are the parts of the private services. It also includes a recycler and a thrash hauler. Public services are the common services. Also they cover these services for city of Newport Beach. As per the act, district do not charge any sets tax rate. Only on the property bill a separate line items are shown indicating the charges for collection of liquid and solid wastes.

As once said by SPSA’s yard waste superintendent Dean Arrington, “Recycling and reusing trees from the holiday is an excellent way to continue to preserve and protect the environment”. Now, the collection of Christmas trees is done at curbside from residents. They are further recycled into mulch that is used locally as well as in other parts of California. In addition, district is finding a perfect way for Christmas tree recycling by asking Residents to remove all the decorations before bringing them to the site.
